Pokemon Ruby/Sapphire help

Feebas is a pain. It is available only on something like 6 tiles in
the river (you need to do a grid search, surfing and fishing up a few
at each tile), once you find it fish up at least 2 females. Then you
can breed them for the nature that easily turns into Milotic. THe
other problem is that the tiles change with the 'trendy phrase'. I
think the phrase changes every once in a while (not sure, maybe a
week?), so maybe before starting to look you could change it and then
spend many hours surfing a grid on the river, fishing.

Dragon Scales are a bit easier. You need Covet or Thief on your first
poke and then fish up some Horsea and try to get the item with either
move. They are rare, but that is where they should be.
