Can someone describe to me the process by which, at the start of a PBEM
Diplomacy game, a GM (or judge for that matter) resolves conflicts among
the preference lists that are submitted by the players?

Quite frankly I use Eenie meenie miney mo, after selecting those powers over
which there are no conflicts, I then move on to second choices, etc until
all are done.

If I see someone bumped off their first choice, but who has their second
third and fourth choice already chosen by others as uncontested first
choices, I slip them in where it affects choices the least to try and make
sure they don't end up with something they don't really want. This is all
done by eye, and is a bit of an art not a science.

I know there are some complex methods for doing it, but life is too short.

Or you could simplify the process by not accepting preference lists Smile

There's an article on the automated method used by the Judges at
Dip Pouch (www.diplom.org). It's quite complicated!

This used to be THE most common posted question to this list. And this
was partly because the old FAQ which hasn't been updated in a decade,
didn't really address it. If you're using this through Google, you
can do a search and look at any of the myriad messages on this. If
I were to answer you, I would research it from there. Do be careful
though, since some people THINK they know how this is done, and are
dead wrong.

Let's see, I think there are some other responses, perhaps more in a
sec.....
