Mages can portal people to shatt at level 65.
Overall though, I've found that most people standing around in IF
don't mind doing them if you pay them the going rate (2g on my
server). I certainly don't mind doing them if I'm not busy and
generally if they ask me how much I'll do it for 1g. Whatever you do
though, DON'T offer them runes for the service

you offer 1 rune, and if you offer more you're likely going to take up
an extra bag slot of mine now. Just don't do it

As an amusing story though, one day I was feeling particularly
generous, and when asked for port in the middle of Tanaris I responded
"18s" - the price of just the rune anyways. The toon actually tried
to talk me down to 10s :S. Of course the reverse has happened too.
Had a guy ask me for a port in Silithus and I told him 50s. He said
"I don't have it - would you just accept some enchanting stuff
instead?". I agreed and he then dumped over about 10-12g worth of
enchanting mats.
