Scalar wave damp malfunctions and won't make delta stress negative,
nor drop HD stress directly. Will only keep it from going up too high.
Amnesty improves native happiness by +5 per turn. Can 'tame'
chupanoids.
Hyperdrives: The hyperdrives in the anthem, dirk and, liberation have a
'cooling off' period of 1 turn where they cannot hyperjump. Get's
log "our Hyperdrive is cooling off and is currently offline."
Light force: 81
Law 59
Spy rating 50
Also some other tweaks which I will post later.
