I've installed RA95 with the patch to run the game on WinXP.

I'd like to install Covert Operations now, but when I try to install,
the CO ops disc just gives me a message that says, "Please run
setup.exe from the CD."

Placing setup.exe in Win95 compatibility mode does not help.

Is there a patch that will let me install the Covert Ops files?

If not, can I copy the CO files into the RA folder? If so, which files
should I copy, and where do they belong?

Thanks.

Covert Ops is for C&C:TD, not RA.

You can copy the mix files to the main C&C directory - other than
movies.mix. IIRC, C&C should auto-detect the expansion and allow you
to play the new missions, although I haven't manually installed the
expansion myself.

Alternativly, you could try getting a copy of C&C:The First Decate,
while is much easier to install the expansion. Of course, it may not
be worthwhile if you already have most of the games.
