All,
I have two questions:
1) Is there an online Diplomacy game which allows you to log in, meet
and chat with potential players, create a game (with other players, of
course), provides an onscreen map showing the current situation, allows
you to chat or send (private) messages to the other players in your
game, allows you to input your orders, automatically checks your
orders, and then spits out the results of the orders and updates the
map? I understand that there is some sort of "pseudo" online play that
facilitates play by email, does "judging," etc. I suppose I'm asking
if there is something that goes further than that? I suppose I'm
talking something on the order of the various yahoo games played
"live."
2) Is there a decent market for such? I don't mean money, of course,
just players who would be interested in playing under such a system?
I ask because such a system would be well-within my capabilities to
program, if it's something that isn't already being done, and if it's
something that is deemed necessary, desirable, etc. within the
Diplomacy community.

There's nothing pseudo about the E-mail judge. There are specialised
clients for it that does some or all of the things you describe.

Me and Daniel Luna (luna@diplomacy.se) are planning something like
this. It would allow play be e-mail as well as writing real-time clients
with maps, chat and so on.
You could drop as a line if you want to help (and wouldn't mind coding
in Erlang).
I would recommend that you get well acquainted with the e-mail judge
first, though. It's by far the largest system for playing Diplomacy

It is not completely clear to me what exactlyx the system should be used
for:
a) play "live" like in FtF with (voice)chat?
b) play with longer deadlines like on jusges but the possibility to
(voice) chat as well as having written (email-)messages?
c) both options
I ask this out of pure interest,
I don't think any of these ideas would be fine for me.

Has the OP considered the problem of escapers - people who start a game,
and then abandon it, because they are losing, or because they have lost
interest in it, or because their real-life partner has demanded that
they do something else?
When I am sitting at a computer and feel like playing a game with real
opponents, I may connect to a poker server and play poker, or to a Go
server and play Go. With poker, "escapers" are not a problem. A hand
lasts less than a minute, and someone who escapes mid-hand will be
losing the money he has in the pot. With Go, escapers are definitely a
problem. The better Go servers have taken steps to discourage and
punish escapers. And in Go, you only have one opponent.
I would not be willing to play Dip in this way. The chance
is far too high that an escaper would mess the game up.

DAIDE (the Diplomacy AI Development Environment) combined with the RTNow
Yahoo!Group does pretty much what you describe. DAIDE was originally
designed for AI's to play, but has now also replaced the Judges as the
main method for real-time ("live") play.
In terms of market size, the RT community is pretty small.
For more details about the RT community, join RTDip and RTNow. For more
details about the AI effort, join DipAI. (All Yahoo!Groups).

This is, in fact, one of the things that Paradox Interactive was aiming for
with their computer version of Dip.
The AI is dumb, but they have set up a multiplayer system with both text and
graphical interfaces, so that players do not have to share a common
language, though it would certainly help.
