My son is considering buying a copy of CoH and is wondering how much
content/gameplay you can enjoy without subscribing to the a sever for
the online portion - is it worth bothering with the game without a
subscription and a broadband connection?

No. You can't access any content whatsoever without subscribing to
the game. You don't actually NEED a broadband connection to play;
many people get along tolerably with just dialup. However, you do
need to subscribe to the game even just to play with the costume
editor.

Note that a lot of 14-day trial codes get distributed, either as
holiday offers, special website deals (like, say, the one mmorpg.com
was running recently/may still be running), or pack-ins with new
editions of the game (the CoV Good vs Evil box includes two of them,
for instance). It shouldn't be too hard for you to find a way to try
it out without buying it (though to note, you will have to download
the game client in order to do so).

(Also, if you do decide to subscribe to the game, you can play it for
less than $11 per month if you purchase game cards via amazon.com
rather than subscribing with a credit card.)

Well, not precisely.

Checks the AMAZON webpage for quoting...

Please note that I am running this game off a 56KB dialup connection, a
NVIDIA GEFORCE 5200 with 128 MB video card memory, and with 512MB system
memory.

You can indeed run this off a "middle end" system.
The game will look a hell of a lot better on a current "higher end"
system, but it plays fairly well on my PC even though the game disables the
fancy water effects (leaving a 2 layer sliding transparent texture pair for
the water effects).
