Because these numbers are the same this is not a proper RNG.
It may produce "nice" series of numbers, but it does not have
important feature of RNGs: cover whole the core (well... the number
space or whatever you call it, I forgot most of my scientific English,
sorry) hitting one location only once.
I think your generator is stochastic, not even chaotic, but I am not
an expert in this case. Feel free to quarrel more.
