I installed your MOD last Friday and played through. Then I ran into
a problem.

After exiting the MOD via. the portal I found that I could no longer
"fast travel." Every time I tried I got the message, "You cannot fast
travel with enemies nearby" (or something close to that).

At first I just thought a Muddcrab may be close on the island, so I
ran for a bit and tired to fast travel again, same result and message.

I walked to Leyawiin, still could not fast travel. Walked to the
Imperial City, same (even inside the city).

I even tried taking off the Blood Scorn armor I had acquired, still no
fast-travel.

I tried exiting Oblivion to the desktop and reloading the game.
Problem persisted, no fast travel.

I did have a save-game just prior to entering Blood Mine. When I
reloaded that save, I could fast-travel.

Do to this problem I unloaded Blood Scorn Castle.

Has anyone else had this problem?

I've had this problem with a vanilla install with no mods installed.

Then a guard's following you. Either keep running or wait a while; I
mean really wait, not the quick one. They'll either give up or catch up.

Nope, I don't think so. _Walking_ form the location of Blood Scorn
Castle to Leyawiin then to the Imperial City takes a lot of game-time.
More than enough for a "guard" to catch up, especially since I paused
when taking off the Blood Scorn armor and at other places.

By the way, what "guard" are you talking about? In this context it
would have to be one from Blood Scorn Castle, and if this is what you
mean then it IS a MOD problem. No Blood Scorn NPC should affect you
outside Blood Scorn, they should work like city guards which do not
get you (for theft or bounty) until you enter a city.

The person to whom I replied did not have the mod installed. The
described behaviour happened to my thief character several times during
the game, and on each occasion it was a normal city guard who was in
pursuit - they seem to have a _very_ long follow time/distance in some
cases. I don't know where blood scorn castle is, but the first time it
happened, I ran from Skingrad castle(it was that rescue mission) all the
way to Leyawiin before he gave up the chase.

I know nothing about this mod, and so did not comment on it. I only
replied to the person who said this happened during an unmodded game.
