Don't know about WoWWiki since I've never had any interest in WoW, but
there are numerous guides on the coh forums.

Well if you know they're online you can use the team search thing to
search for them (and that usually only needs a partial name), then click
on their name to send them a tell - if they reply you need only hit
backspace to reply to them.

Yes and no.
Settings, no, keybindings, kinda;
There's no way in game to specify a set of keybindings and have them
used for all, but you can import/export.
1. Set things up the way you like
2. /bindsavefile filename
3. Should you happen to delete that character to restart, but want the
same keybindings
/bindloadfile filename
I've taken this to extremes of a sort, and bound F12 to load that
character's bindfile, so changing a bind is as easy as shelling out,
editing the file in notepad, saving, flipping back into coh, and hitting
F12 for the changes to be imported.
Makes it damn handy when I start yet again another alt, since I just
have to choose the binding file of the closest existing character, copy
it to the new character's name, edit it (power differences and of course
the F12 bind), and import it.

It depends on the age of the players for the most part.
There are those that hate random invites (like me) and those who don't
care.
Older people tend to ask first (and not ask people who have invites
off.)
The younger set seem to feel they shouldn't waste their time before
sending an invite and don't seem to give a damn that it's rude since the
invite can popup in the middle of combat and may get the invitee killed.
Their time is too valuable to "waste" asking, your time needed to
decline is worthless to them.
Self centered little shits!
I have invites set to refuse, and still I get notices every now and then
that someone tried to invite.
That kind of player tends to be in a rush to get the most Xp possible in
the least amount of time so they're generally not much fun to play with
anyway.

You can redo costumes at level 1 if you want to and can get to an ICON.
One word of advice: if you plan to edit the costume at low level do NOT
try to go to the ICON in Steel Canyon as you'll have a long run through
things much higher level that will almost certainly kill you (and the
hospital is in the south end while ICON is in the north end, so a death
will throw you back again.)
Instead, goes to King's Row and head over to the Independence Port gate.
The ICON in IP is all of 1 block from the gate and there aren't many
critters around, so it's easy to avoid them and get to ICON safely.

The price scales with level, so what costs a level 3 a few k will cost a
level 50 over a million.

There are a few costume options that come later - normal capes at level
20 once the mission is done, certain veteran rewards that come with time
subscribed (shoulder capes, angel/devil wings, samurai, and a few
others) and of course the inventable costume bits (all wings but
angel/devil and the 3 boots that can be made anytime you can get a
recipe.)
Much later (35+) you can get credit tokens fighting in the rikti war
zone that let you buy Vanguard armor pieces.
Werewolves types should be available at the start, since it's just a
head option. This was introduced with the release of CoV and may
require it - plain CoH might not get it. [Kinda hard for me to check
since I have both.]
