I saw a similar problem. I've played toons through the early levels
in all of the various starting areas (both Alliance and Horde, mostly
to experience the content), and the NE start is easily the most
frustrating in terms of losing any flow of obvious/"easy" quests to
lead you by the hand through the early levels. With my NE druid I
ended up by making my way over to Ironforge and Stormwind, and doing
quests there until things picked up- but that's perhaps a bit extreme.
As other people have suggested, when all else fails, go out and find
an area rich in mobs that you can kill quickly (as high level as you
can manage) and just grind away at them until you level. Then try
that list of "hard" quests again.
