I had similar problems with a fresh installation recently, then
realized that the reason was that I had the CD in my primary CD
drive, but the game (and expansions) had been installed using my
secondary drive. I think some of the expansions expect the CD to be
in the drive that was used to install Sims 2, when played on a 'puter
that has multiple drives.

If I'm not mistaken, I've gotten around that problem in the past by editing
either the "CD Drive" or "Installed From" registry entries (or both, I can't
remember) under the HKLM\SOFTWARE\EA GAMES\[Appropriate The Sims 2 subkey]
