Already NPC road kill--and I'm only level 5

Ok. I reinstall windows, reinstall Oblivion, reinstall many of my
favorite mods and start a new game. I just came across my first dead
NPC lying on the road this game. Hey, I am only level 5. I thought I
recalled not seeing dead NPC until quite a bit later in the game. Am
I remembering wrong? Do they really start dying this quickly?
Current enemies are Timber Wolves and Maurauders with iron and leather
stuff, not especially bad-ass (but difficult for my character).

I do have Shivering Ilse (+patches) and KoN plus the other official
mods.

Hmm, I had been running a mod with traveling merchants that did seem
to make the road a little safer for normal NPCs as they merchants were
pretty strong and did travel the roads.

There won't be any travelers left by the time I get to higher levels
if this keeps up.

I've seen nary a one and the character I'm playing is at level 22. I've
seen lots of 'em fighting bears, cougars, trolls etc and I usually jump
in to help but that's not really necessary as the NPC wins on his on.
Never seen one lose.
