Yes, you can take them seperately. The only difference
between the two is that super feats should have a
power source (mutant, super-science, training, etc).

It is better because you will stun on a failed save, not
a save that fails by more then 5. Normally to stun a
target, the target would need to fail by more then 5.
And unlike the normal Stun power, you get to use your
base STR bonus plus your attack power (Strike, SuperSTR)
which makes it very good.
This is a really good feat for melee types, especially
when used in a 1-2 combo attack. First you attack with
stunning attack, then you follow up using some combination
of rapid strike, heroic surge and two-weapon fighting.
A stunned character is easier to hit and is also vulnerable
to Surprise Strike, which is another very good feat for melee
types.
