Can ne1 give me the macro for this? I hate having to go onto the prefs
screen all the time just to lock / unlock the icons

You can assign a key to it in the key bindings screen. No macro required.

Just hold SHIFT down, and drag 'em where you want them. That's
built-in to WoW anyway.

When the bars are locked, you can still move the icons by holding
shift and then dragging them - so you never really need to unlock
them.
