I had some Infinity figures arrive this week (if you haven't seen these
take a look at the Corvus Belli website), and I want to base them up
like they are on roads. The only problem is, my sand is too coarse for
this to look good, so I'm wondering if anyone has suggestions on
something a little finer to simulate a tarmac surface?

Use fine(-ish) emery paper, available from your local DIY store.

Slather some caulk, gs, etc, on a base.
Wait a bit until it's partly set and not tacky.
Imprint the surface with a piece of oiled sandpaper.
If the 'grain' looks too coarse, smooth to taste. Done.
Else see self-adhesive 1in sanding disks. 100 for US$14:

No doubt similar products are available globally.

Do you get Sellys 'No more gaps"? It's a bit of a wonder substance for
basing, and building scenery. I'm using it for all my 1:285th stuff. And
I;ve created some urban bases on some Foundry Street Violence minis.

It's a flexible gap filling compound. As I understand it, it's like a
cross between a strong PVA and a plaster. It comes in tubes or squeezy
tube things.
Your hardware stores are sure to have something similiar. Just say
you've got a gap around a door frame, and ask what the recommend to fill
it.
It's pretty much always on special so I've been building hills by gluing
foamcore or polystrene to thin MDF, and then using the NMG instead of
plaster to create the surface of the hill.

Caulk normally leaves a smooth surface, and folks were originally
talking about something with a very fine grain for 40K scale / modern
road bed. Normal course sand, or even the fine 'play sand' for kiddie
sand boxes is to large. I'm guessing that Rob was suggesting a form of
spackle like one would use with drywall. It has a very fine grained
texture - which might well look like road bed for scale minis.
Otherwise you'd almost have to find a very fine grit abrasive powder
(like kitchen cleanser?) and add it to acrylic medium or some such.

Sort of. If I understand it Spackle is a wall plaster for filling holes
or to be used as a skim coat.
No more gaps is a gap filler. You'd use it for filling cracks where you
want the result to be flexible. No point plastering up a crack around a
door just to have it all fall out during the next earth quake.
Which is what I'm finding so good about it for building scenery and
basing. As it is designed to flex, it doesn't suffer being transported
et al.
And as it's a lot like a thick PVA it makes it easy when basing.
Especially with 6mm (1:285) minis. You put a blob of it on a piece of
plastic card, smooth it over a bit with a tooth pick, stick the minis,
and then tidy up a bit with your tooth pick. Glues the mini to the base,
hides their tabs, and looks like ground when you paint it.
As it's plastery as well it has a fine texture which could probably work
as tarmac at 30mm. If not it is sandable so it could be roughed up a bit
with some sand paper.
