I sensed no improved performance in games like Street Fighter EX. Could
I say at this moment in time 64-bit MAME is not that usable?

Some games are much faster in 64-bit builds. Ridge Racer, for example, can
have up to a 50% improvement compared to a 32-bit build. Not everything
will see speed gains, and some stuff that uses dynarec will actually be
slower.
