My question is this:

Does it help to cast a Fortify Luck spell to increase the chance an ALREADY SPAWNED enemy will drop a good item (lets say a nice daedric chestplate)? -- or does the game automatically decide what items the creature will drop as soon as it spawns (making it worthless to cast the luck if I the items are preset)?

This is an interesting question. I don't know for sure, but I think
the items that an enemy is carrying are set when it is spawned.
However, there is a chance that the items are not set until you check
the body. You could experiment with it to find out. You could save
when you see an enemy, kill it, check the items, go back to your save,
cast your Fortify Luck spell, kill it, and check the items again to
see if the quality has improved any or if the items have changed at
all. If there is no change in the items at all, then I think you can
assume that the items an enemy will be carrying are set when it is
spawned.
