Do cost reducers affect the range of Concealed Weapon? For example,
is a Combat Shotgun on Black Cat a viable target for Concealed Weapon?

Yes.

He won't enable a too-costly weapon to be equipped, but he can pay for the cost
of a legally-costed equipment.
