Well, read the cards..
Khazar`s Diary (Endless Night), Action, Giovanni, C , [LotN]
+1 stealth action.Put the Diary in play, or add a counter to one in play.
When a unique minion in play is burned, add another counter. While this card
has seven or more counters, Giovanni get [NEC] and may take a +1 stealth
action to put a minion from any ash heap into play to represent a wraith
ally with 2 life, 0 strength, 1 bleed and +1 stealth.

If they are in play, untapped, and it is currently your minion phase then
you can act with them. So you can have a Giovanni create the ally, and then
act with the ally in that same minion phase.
Spell of Life, Action, Followers of Set, C , [LotN]
+1 stealth action.Put this card in play. Only one spell of Life may be
played each turn. You may burn five Spells of Life to put up to five
vampires from your uncontrolled region in play. Each represents a unique
mummy ally with life equal to capacity, 1 bleed and 2 strength who can enter
combat with a minion as a (D) action.

You may burn the 5 Spell of Life cards at any time (they are always in
play). If you burn them during your minion phase, then you can act with
these minions immediately.
When you recruit a normal ally (War Ghoul, Procurer, etc...), that ally
goes to the uncontrolled region. During your influence phase, the ally goes
into play. The card texts on these cards circumvent the normal way of
recruiting allies - which is probably what confuses most people.

Independent: During a political action, Amaravati may burn 2 blood to give
each ready Assamite you control an additional vote. Blood Cursed.
There's no text saying he can't use his special more than once during an
action, so I think you can. It reads similar to Maris Streck's special.

"During X, do Y" restricts a player to 1 Y during each X.
You may not use Amaravati's special multiple times in the same
political action.
BTW - from the Maris Streck analogy, you should note that Maris lacks
any
"During X" clause....that is what allows her to burn blood more than
once per
