Infinite Rocket launcher??

After beating this game (RE4) Iwas told that by starting a new game I
would be able to purchase, a gun called Matilda for $70000 and an
unlimited rocket launcher for $1000000, from the merchant when I started
a new game. So I started a new game and merchant has not offered me
these Items. I also read that you can keep your weapons and money from
the previous game. What did I do wrong?? Is this even true?? The game
told me I would be able to purchase these items. why would it lie to
me??
