My orc hunter started in howling fjord, and wandered around a lot, doing
quests.
At last, I only had the quest series with the worg disguise. I liked this
disguise, so I kept the quest until the end. After finishing it, I was
still one or two quests away of the 105 quests achievements.
So I visit all the places I have been before, and find a new quest in New
Agamand : bringing the plague to Dragonblight. I think there is a "talk to
the flightmaster" quest that counted.
But after flying to Vexevenom, I was still a quest away. Ok, so maybe there
are some quests started with an item that I have not found, like on the
coast with undead murlocs, where a NPC asked me if I had found something.
This hint convinced me to kill some necromancer, and I found an object.
After looking for some yellow '!', I searched wowhead. I found some quests
I had not done : "speak to the dryad" ... oh, right, I found her before
meeting the taunka that give the quest. "speak to this taunka near
clivewood"... oh, right, I found him before meeting the guy that send me to
him...
At last I found the quest : a murloc on a small island, near the coast of
the undead murloc.
So, my conclusion : there are more quests than needed to complete the
achievements, but these quests are the ones that you can bypass, and so be
unable to get. At least in howling fjord. >> Stay informed about: Howling fjord quests achievement |

There's a few quest on the horde side that can be overlooked. There's
an escort quest on the beach, if his not there you never know about
it. Plus two quests in the SE corner of the zone, since nothing on the
Horde side sends you that way they too can be missed. >> Stay informed about: Howling fjord quests achievement |

Also a tree wandering around in Ember Clutch gives a quest, I missed
that until I went back at 80 for a JC daily!

IIRC one of the blue posters said that "go and see this guy who will
give you real quest" type of quests don't count towards the
achievements - because you can skip them without knowing and be unable
to get them later.

Are you talking about the beach near the starting zone? There are alliance
guys fighting the forsaken, and I had to kill some named guys, and found
the escort while doing this. For the two quests in the SE corner, I'm not
sure. What do you have to do?

I did these one. IIRC, he gave a quest, and then there was another one. I
was sent there by the forsaken of New Agamand and found the tree this way. >> Stay informed about: Howling fjord quests achievement |

I'd think it's interpretation. I did more quests than achievement
required, both in Fjord and in Dragonblight.
Found the blue post, though some players are saying it's not working
like this.

At work so can't look it up or remember the names but..…..After the
starting quests on the beach you get sent to a camp on top of cliff
and do quests against those Viking like people. Well there's another
town of them to the south and two Horde quest givers in a camp just
the other side of it. >> Stay informed about: Howling fjord quests achievement |

I got my achievement for Howling Fjord pretty easy, skipped Borean
except for the Nexus quests, and thought I was done with Dragonblight
when I saw I was only 7 quests away from achievement, but couldn't for
the life of me find where the rest were at... I'd never seen the
little goblin camp up by Crystal Vice, got the quests, got the
achievement, and got the Exploration Achievement by finding their
camp... Also IIRC there are a couple quests somewhere in front of Naxx
that I didn't get that I'd forgotten about at the time...
Hope Grizzly Hills is easier to find all of them... >> Stay informed about: Howling fjord quests achievement |

I use the wowwiki lists of quests - try 'Howling Fjord Quests' for
example.
I work through an entire quest hub before I move onto the next.
By the time I finished HF and Borean Tundra, I had dinged 74, and was
able to solo nearly all the 'G3/G2 reccomended' quests.
I'd be very surprised if doing things in the wrong order would lock
you
out of the acheivement.
Finding that murloc near the beach was difficult - I put accuarate
coords into wowhead after I completed it.

If you are right, there are some other quests for me in Howling Fjord. One
of my guidie told me had still three quests to do when he get the
achievement.
On the other hand, the blue post could be interpreted as "we didn't made
these *go there talk to this guy* necessary for the achievement, but they
will count for it if you do them.
I will try to look for this place in the SE corner that BombayMix
mentionned. >> Stay informed about: Howling fjord quests achievement |

I'd be surprised were the case otherwise; can you imagine the whining
that would occur on the forums should players (admittedly through no
fault of their own) not be able to get an oh-so-valuable achievement?
I've quested in three zones so far--Fjord, Dragonblight, and
Zul'Drak--and in each have received the achievement with more than
quest left.
I'd bet said murloc is an example of "backup" quests Blizzard has put
in out-of-the-way places in each zone for just such situations. I
never found him during my time in Howling Fjord; he's just too far out
of the way, and of course I didn't have flight then. I only happened
to stumble on him while flying to the Kalu'ak village, much later.

I am alliance, so the situation is a little different (we need 130 instead
of 105 in the fjord) but so far I finished both the fjord and tundra with
about half a dozen quests to spare to reach the 130 quest achievment in both
zones. None of these quests were picked up in out of the way places. I got
them by just following "go see this guy" quests and lo and behold, I found a
new quest hub. The walking tree in the burnt wooded area was also easy to
find because there are quests taking you to that area and then the ! in the
minimap is hard to miss. The quests started from drops (I'd say there are
maybe 2-3 in each zone) are also pretty certain to be found be everyone as
the items drop off mobs that need to be killed for other quests.
So my impression so far is that if you just follow where quest givers send
you, you will easily get the achievments for the two starter zones on
alliance side. I suspect the "spare" quests are for people who do not want
to do instances or can't get groups for them...
I'm curious to see if this trend continues in Dragonblight and the following
zones.
Cheers

I would interpret that last sentence as "if you do them, they will count
towards the achievment, but we do not count them towards the number of
quests needed to get the achievment".
This would explain why I have had quests to spare for both my achievments so
far, as I think I did all the "go see X" quests there were so far, as I did
hardly any travelling unless quest driven.

Just to give the Alliance side of it - there are 130 quests needed for
the achievement, though it is possible that more of these are of the
'talk to the guy beside me' type.
I found 132 - so I was able to keep my worg disguise (only works in
HF, alas), skip the bugged flying machine quest, and still get the
achievement.

My impression is that they do in fact count them, but they only count
one of a group of possible breadcrumb quests to a particular location.
