His special power is eating human flesh. By eating his enemies,
he'll acquire their powers.

His favourite piece of meat is the liver.

He's also extremly intelligent and has a high level of charisma.

You just described Everyman from DC Comics. He first appeared in 52
and recently appeared in the Green Arrow / Black Canary series.

And don't forget, the villain Vandal Savage can not heal or maintain
his organ health without consuming part of his decendants. That was a
recent twist to the character and very much EWWWW!!!
