What would be a better 'controller' for HL and CS to include Orange Box+.
Logitech USB Wingman Precision (looks like a PS2 controller). OR, a
Microsoft SideWinder?

Definitely. Playing HL or CS On a game pad or other gaming controller
is just a horrible experience IMHO. If you're playing CS online with
something which mirrors a console controller, you'll be at a huge
disadvantage against people who get pinpoint accuracy and fluid movement
from their gaming mouse.
- This is one of the reasons why Console gamers cannot join multiplayer
servers for PC games, even though most PC games are now available on
consoles these days - some console games even make up for the loss of
accuracy by adding an auto-aim feature.

Though I wouldn't mind having an analog-control steering wheel for all
the times Half-Life puts me in a vehicle. Steering those things with
the keyboard is kind of hard.

Steering them with an XBox controller is worse. I played all the way
through Episode 2 and I still don't know how to drive the Charger. I
don't know if you can switch controllers mid game, that would be the
only way to get the steering wheel to work. I don't have a steering
wheel though.

Agreed 200%. This is the reason I don't play FPS games on consoles,
since they DON'T offer auto aim, so you're left feeling like a mentally-
retarded granny. What's worse is that 99% of them don't offer M+K
support at all, so they are absolutely useless for gamers like me. OTOH,
give me a gamepad for Grand Theft Auto/Metal Gear Solid/etc (although I
could see playing MGS with M+K if they were supported).

There is a product that unsuccessfully attempted to bridge the gap,
known as the FragFX, but that just sucks elephant balls.
