In Powers Unlimited Two, a supplement for Palladium's Heroes Unlimited,
one of the templates is that of the Gestalt, whereby player characters
can combine to make a superbeing that is physically or psychically more
than the sum of its parts. To the best of anyone's knowledge, are there
any other superhero rpg's (commercial, free to download, out of print,
small press, or what-have-you) , variants or expansions that have this
power? The one is this book is very well developed and detailed, but I
would like to increase my options. Thanks for any information!

Two Canadian supervillains in a V&V supplement had that power. They
just added their carry capacity and hit points together and created
one character who had both their powers. >> Stay informed about: Gestalt Power |

While there is no such specific power, you can create a gestalt
hero/being in Hero system.
I also believe that GURPS 4e will accommodate the creation of a gestalt
being, although I am still reading the basic system and have not gotten
to the Powers book yet.
Personally, I think most supers systems will allow gestalt beings in
them. It is just a matter of learning the rules, and seeing how the
system works with respect to such a being, and then you defining it is
such a manner as to work with the creation. And in this case, be
"defining the gestalt", I mean defining it in a way that plays to the
strength of the system, not changing your character concept.
For example, in Hero system, the emphasis is more on what the entity
knows and can do, so that is what you work from. You would figure out
the final form and also figure out each "parent form", built those
characters, and then build the group so that the parent forms are
needed to form the gestalt form, possibly using the power Multiform
with appropriate limitations. Admittedly, this particular type of
power is complex, so work with your GM, and check appropriate online
forums for the system you are playing with.

In Hero you can usually used Multiform and Duplication to do effects
similar to this. I've used rules like this for gestalts in my
Transformers write-ups. I wrote up Computron or Devastator, and then
the little bots are his multiforms, all linked.

Mutants & Masterminds 2nd edition has a Gestalt power. It works
in the opposite direction, though; you set up the combined form as
a player character at the same power level as other player characters,
and buy the ability to split into two or more less powerful characters. >> Stay informed about: Gestalt Power |

In Hero System you'd buy one hero with a duplication power as it
breaks apart into it's separate components or you'd have each of the
heros contribute to a team "vehicle" which is the combination hero. >> Stay informed about: Gestalt Power |
