The second mission of the GLA campain, cairo egypt has you capture the
command center. How is this done? I've selected a soldier, but the
capture button seems to be grayed out or disabled...am I missing
something?

You need to research the upgrade at your barracks.

Yeap, and also remember that with one soldier will be enough... if you use more soldiers, you will not speed up the capture... just use one and the rest to guard.
