Here are the specs:

HP Dual Core processor E4500
Nvidia GEForce 8600 w/ 512 MB
3 MB Ram
500 Gig hard drive
Vista Home Premium
Direct X 10

Game runs smooth for a few minutes, then stops completely for a few minutes,
then runs very slow for a bit, then runs smooth again. Process repeats
constantly.

Anyone got any advice?

Newest nvidia-drivers?
Are you talking about NWN1 or NWN2?

I hate to break it to you but an E4500 is a mid-range system not a high end.
Still, it shouldn't run slow. Try turning down graphics and turning off
shadows.
