Post subject: Game freezes at splash screen

Hello,
I just installed SimCity 4 Deluxe Edition for the first time.
Installation proceeds normally, but when I try to start the game, it
freezes at the splash screen. At least I assume it's a splash screen,
it just shows a bridge, no title or anything. SimCity 4.exe then takes
up all available processor time and it remains that way until I kill it
with task manager. I installed the lastest SimCity update (it updated
with no problems), all Windows updates, and I'm also running latest
graphics drivers. I'm running an Athlon XP 1900+, 1.5 GB RAM, GeForce 3
Ti-500, plenty of disk space. I tried EA's solution of lowering sound
acceleration through dxdiag.exe, but it had no effect. Any ideas on
what could be wrong? Thanks!

Everything is up to date. I don't have another computer to test it on.
I previously tried it with an Audigy sound card and it didn't work. Now
I'm using an onboard C-Media controller and it doesn't work either, so
anything related to audio is pretty much ruled out. Any ideas?
