My experience has been in line with Alan's on this. I usually won't pull
names out of the newbie queue unless I have a game partially full or
there are at least 14 names in the queue.
I believe that players get notifications when there names are pulled
from the queue; I know I've gotten mail from players asking what
happened to the game. Usually I need more information, but eventually I
am able to just forward them the original invitation I mailed - complete
with the date. If it didn't get eaten as spam then the person
accidentally deleted it.
I'm not as nice as Alan. I'll just paste the addresses into my
boilerplate and send. If they're on my "list", they'll find out when
they try to join the game. There are 2 or 3 people memorable enough for
me to just leave off of the recipient list on a mail about a queue game.
When one of them gets notified by the Pouch that I am the GM for the
game for which they were in the queue then they should have the good
sense to realize they won't hear anything from me. With these few scum,
I don't think I would be doing anyone any favors by sending a pretty
message.
