Is this with an original PC version or the one that's available as
freeware?
The freeware version (www.rockstargames.com/classics ) had a few flaws
in them when it came down to multiplayer. Try a Google search to see if
the FAQ is around, something like "GTA2 multiplayer fixes" worked for
me last time.
It has a step-by-step guide in how to get GTA2 working perfectly in
multiplayer.
