Only if the GPS system has access to a complete map.

If it's anything like mine, the map is incomplete and out of date (unless I
want to spend yet more money for other maps).

As a rule, I'd say it gives +5 to Navigation most of the time, but it could
give nothing or even a minus if the map is wrong or incomplete.

Of course, most GPS devices at present aren't just a GPS. They also include
other navigational aids, such as a compass and an altimeter. So, even
without the map, they might add +2 to Navigation (or Orienteering).

gps simply tells you where you are. unless he has a map or there is a
mapping function built into the gps unit why would he get the whole
map from that?

Depends. GPS is a useful tool. But it has limitations. for example,
being out of line of sight of the constellation can result in the
computer not knowing where you are (very common in mountain valleys.)

If the character has a working unit with a good signal, he will know
where he is. That doesn't mean anything other than that. He'll know
he's 18.6 miles NNE of the junctions of Routes 45 and 172. Anything
not in the database will be a mystery.

Euopean GPS had the following incident occur at a fogged-in ferry
crossing: A couple
navigated to a ferry crossing in THICK FOG with the use of their
built-in GPS in their car,
& they went up the ferry ramp. The ferry was perhaps a bit late that
day & was not docked at the ramp. The car plunged into perhaps 10 feet
of water. The ferry ramp now has a gate which is open only if the ferry
is present.
