I don't know for certain, but, looking at the screenshots, a few
things are obvious straightaway:
1. It's using the Rush Hour add-on. So, if you haven't got that,
there's no chance of getting anything like it.
2. It uses a lot of custom lots. So spend some time at Simtropolis and
download a good selection. Some of those used by Gothia don't seem to
be available to download anywhere, but you should be able to find
enough to make a nice distinctive city.
3. That city didn't just grow, it was planned. If you want to get
right down to that level of detail, you need to be prepared to be
constantly tweaking bits here and there, bulldozing stuff that isn't
in the right place, terraforming if necessary, etc. That includes
doing lots of terraforming in God mode before you start - you need to
get the landscape looking right before you create a city.
4. Plant trees. Probably the one thing that makes the Gothia city look
so visually attractive is that every spare millimetre of space has
been planted with trees.
Unless there are any real hidden tricks involved, then this should be
enough to get you pointing in the right direction. But be prepared to
spend a great deal of time on a single city, constantly changing
things as you go, before it will look that good. A lot of SC4 players
simply want to build big cities quickly, in order to get nice fat
numbers of residents and lots of mony in the bank (as well as
unlocking all the rewards). But, for more realism, take your time, and
don't let the city grow out of control. Zone as necessary, but don't
just lay down new zones because you can afford to - consider what
needs to be done to your existing development first.
