In Oracle, the Evermind reads like this:

Evermind

Instant - Arcane
(Spells without mana costs can't be played.)
Draw a card.
Evermind is blue.
Splice onto Arcane 1U (As you play an Arcane spell, you may reveal this
card from your hand and pay its splice cost. If you do, add this card's
effects to that spell.)

The reminder text about spells without mana costs seems to contradict
the current rules. Spells like this can be played now, but only if
there's a way to do it without paying the mana cost.

What's the best way to suggest that this get updated?

Right... but then a) it's just reminder text, it's got no actual game effect
- it's meant to be a ... reminder; and b) there's a long history in Magic of
reminder text being actually wrong on some point or other, or misleading,
when contrasted with the full rules.

But it wouldn't hurt to ask if they could tweak that to "Nonexistent mana costs
can't be paid." or the like.

Here? Ask Zoe about it. (On MTG-L you'd ask Jeff Jordan; on the judgelist
you'd ask Scott Marshall; on the WOtC webforum boards, ask Russell Linnemann;
don't know if there was ever someone specific to ask for at
custserv.DeleteThis@wizards.com , and am not sure that address is the right one any more;
etc. Ask your local netrep, in other words, and it gets filtered up the line
and maybe done.)
