Endurance and leveling up Body Points

The game gave me the pointer about body points increasing 10% of your
Endurance when leveling up just before I went from level 40 to 41.
Always looking for an edge I proceded to whip up 4 Fortify Endurance
45 for 368 potions, slipped on the Ring of Perfection (fortify
endurance 10) and equipped the Estucheon of Chorrol for an Endurance
total of 300. Body points went from 408 to 438.

Going from Level 41 to 42 I tried the same thing plus the Ring of
Lordship and an enchanted necklace for a total Endurance of 330.
Anticipating a body boost of 33 I was very disappointed to only get a
boost of 10. What gives?

Enchanted Endurance doesn't count when calculating how much HP you
gain during level up
