I'd like to know how you train a pkmn with the EV- points mthod. I've
tried to find outwhat it means, but I can't figure out what are the
differences between a normal "random" training and an EV-Points Training

Way back in the Red Blue Yellow days (and even into Gold Silver
Crystal I think) you could max out all the stats to 255. In Sapphire
Ruby Emerald they finally changed this (they used to say that a
trainer's pokes were all individual but obviously not if every stat
could be maxed out) by only giving out 510 Effort Value (EVs) points
in total for all stats. For every 4 EV points you put into one stat
that stat will increase by 1 point at Level 100.
So since RSE and DP the poke's final stats depend on what you train
against, giving the poke the EVs. Different pokes (sometimes it even
changes in the families) give different amounts of EVs - for instance
BIdoof give 1 EV of HP, Bibarel give 2 EV of Attack, Zigzagoon give 1
Speed, Linoone give 2 Speed - for every one of them that you defeat.
Sometimes there are pokes who give more than one type of EV (Abomasnow
give 1 Attack and 1 Special Attack).
When you look up a team that someone has built for a purpose (like the
Battle Tower) they will usually say where they spent their EVs like
this: Blissey with Leftovers (held item), Bold (nature which helps the
stats), 252 HP / 252 Def / 6 SpAtk (where to spend the EVs), Natural
Cure (ability which helps with the strategy), then the moveset.
Although 255 EV points is the maximum for a single stat, you should
only put 252 on a stat since 255 is not divisible by 4 and you would
be wasteing 3 EVs
that could have gone to a different stat. If trained properly a poke
could obtain a total of 127 extra points on to its selected stats.
There are various restrictions that apply to EVs and they are:
A maximum of 510 EVs total.
A maximum of 51 vitamins can be given to one Pokemon.
A maximum of 10 vitamins for a single stat.
A maximum of 255 EVs for a single stat.
There are people who want a poke to have 'boosted' HP for instance,
whether it's for a move (if you want to have Bide, high HP would be a
good idea) or just to help it be less frail. They would look up
(there are EV faqs that detail who gives what) HP and pick a spot that
has alot of what they are looking for and only fight Bidoof for
instance, running away from all others.
There are also anti-vitamins in the form of Berries. They work just
like vitamins in reverse, but they still make your poke happier so it
is a cheap way of increasing happiness if you are trying to evolve a
poke. They take away 10 EVs if you have any to take away: Pomeg - Hit
Points (HP); Kelpsy - Attack; Qualot - Defense; Hondew - Special
Attack; Grepa - Special Defense; Tamato - Speed

So, I've a EEVEE, I've calculated the IV, he got good ones, and so I
Decided to Ev-Train it.
He's LVL 18, ha a timid Nature, It's the right purpose to have a good
speed poke, with a lack of attack but I can train him for the Special
Attack and evolve him in a umbreon or glaceon or something similar, with
some BIG move that use Special Attack
I've to make him battle with a lot of wild poke that gives 2 or more EV
poins to these stats?
And then, when he levels up at 19, i can notice that some stats raise
more than others? or i can figure out i'v done a good work only when he
reaches LVL 100?

I think the difference is more apparent at level 100, but there's still an
increase at the lower levels.

So, If i haven't did mistakes:
My LVL18 EEVEE collect 8 Sp.ATK EVs before leveling up.
When he levels up 19 I can find two more stat points in the Sp. Attack Stat.
BUT,
I haven't lost my EVs, and keeping collecting them I reach, say, 21 EVs,
the 8 I had plus 15 i've collected.
When my EEVEE reaches level 20, i can find 3 stat points more than
normal (15/4=3+ 3points left).
Is it Right?

Well, it would be 3 more Stat Points than if you collected no EVs at all, so
yes. The stat increase from level nineteen (2 points) remains, and you get
more from the 15 EVs you got by level twenty (3 points). So, if you compare
your Eevee's Special Attack at level twenty to that of an Eevee of the same
level that collected no Special Attack EVs, yours would be superior by five
points.

Yes, it was quite hard because there're few sites in Italian that
explain EV training. So i tried to translate english sites, but it was
very hard to figure out this crucial point of EV training.
Now I'm ready, After Christmas I'll have a wireless router in my house,
so I have a Month to train my pkmn and then play hard online.
I've found a very interesting Wooper with Water Absorb with those IV:
27,21,10,30,31,28.
I think it will start well!
So I'm going to EV training An EEVEE, that will evolve in Umbreon or
Espeon, The Wooper I mentioned, and a Third Pokč quite good.

Water Absorb should be quite the advantage over anyone with Water-type
attacks. Failing that, you could always take into Double Battles and team
it up with a Pokemon that knows Surf. Interestingly enough, there are a few
non-Water types that learn Surf, like Rhydon and Munchlax.

Ah, so you are training an Eevee. I was beginning to wonder if you're just
using that for the pun, although now I have to wonder why you're typing it
in all caps. In case you didn't know, Eevee becomes Espeon during the day
and Umbreon at night. At least, I think it does. In Gold, Silver, and
Crystal, there was a night-day cycle that Eevee took advantage of, but in
Ruby, Sapphire, and Emerald the cycle was removed and I think it chose its
form based on IVs. Now that the night-day cycle is back, I assume it
evolves based on time again.

yes, it evolves by maximum happiness at night in Umbreon and at Day in
Espeon.
I have all the others evolution (jolteon, Flareon, Vaporeon and the
newest Leafeon and Glaceon) and I vey like in a future train up a
Eevee-evolutions team.
Even if it isn't powerful, it's cool, and i'll enjoy it.
