I can't find this in any docs - sorry if I'm being dim:

For the "recharge" rates listed for beams and torp tubes, is a higher
number quicker or slower to recharge than a low number? One means the
high-tech stuff recharges quicker than the low-tech stuff (kinda
obvious), the other means it recharges slower (also obvious in another
sense - because it does more damage). I can't work it out ...

Bigger is faster.

Every battle tick, the VCR draws a random number 0 <= N < RechargeRate
and charges your weapon by that amount. Once it reaches its
BeamHitShipCharge, it fires.

The recharge rate depends on the kill and explosive power. According
to http://www.phost.de/phost4doc/formulas.html#duringcombat:

Beam_recharge_rate = BeamRechargeRate
+ Trunc((Beam_Kill_Power + Beam_Expl_Power)
* Eff_BeamRechargeBonus / 100)
Beam_recharge_per_tick = Random(Beam_recharge_rate)

There is a "Rec" column in http://www.geocities.com/the_vagabund/PList3/beams30.html.
The values are the result of this formular:
recharge = 4 + ((Beam_Kill_Power + Beam_Expl_Power) * 0.04)
