No free mount at level 40, you will have to save up your 90G, like most
classes.
The standard mount is 60%, so if your happy with the 40% travel form, save
your
money for better equipment.

Do BGs for a couple of weeks, and get to rank 8 (very easy to do so).
You get 4 pieces of the pvp set, which gives a multiplicative 15% speed
increase, taking travel form to 61% speed, which will make you *faster*
than a normal mount. You can save your mount money for better equipment
and you wont need to change it, even at level 60 (instant cast and the
ability to herb while running at 61% speed is to me much better that an
100% speed increase mount that takes long to cast, and I have to do it
again every time I want to herb/mine/skin).
