Yesterday was the regular Magic rules update with a little bit
extra:
"Effective December 20, 2007, all new Magic releases will become
legal for Constructed play on the day of the product's release
(rather than the 20th on the month following the release). The first
set affected will be Morningtide, which will become legal for
Constructed play on February 1, 2008."

formats.

Flash, Umezawa's Jitte, Upheaval banned
Prismatic:
Brainspoil, Clutch of the Undercity, Diabolic Intent, Dimir House Guard,
Dimir Infiltrator, Dimir Machinations, Dizzy Spell, Drift of Phantasms,
Ethereal Usher, Grozoth, Muddle the Mixture, Netherborn Phalanx, Perplex,
Shred Memory, Tolaria West banned

in brief, the cards from Singleton were too game-deciding on their own,
and the cards from Prismatic are all tutoring effects that are too
powerful for the format.
