Level progression has always seemed to me to be a game mechanic very ill
suited for a supers game, but D&D is locked into it, so there you are.
Of course, the GM can just begin everyone at 10th level (or
what-have-you) and leapfrog over the steps of the experience ladder.
But since it is an expansion for D20 Modern, I think one should look
elsewhere for a Golden or Silver Age campaign rules set. However, in
fairness, if one is looking for a street-level or 'realistic' supers
game this combination will be hard to beat, Plus, you get the advantage
of porting over to D&D with your super,
I agree with Silverlion; the genre supplements were skimpy, overpriced,
and unsatisfactory. The only exception was D20 Past which was at least
passable.
