IIRC, since Stone Soup 0.3.3 you don't have to be praying anymore for
your kills to be dedicated to your god. But does this also mean feats
like "You can gain power from killing in the name of Vehumet" work
without you actively praying for it?

So, the more general question is: when should or shouldn't one pray in
Stone Soup?

If you are Vehumite, you should be in prayer-mode all the time, since
his warding and spell-buffing effects only apply when you are praying.

If you follow Elyvilon, you should be praying when you are in danger of
imminent death and attempting to escape, and also when you are in a
place where there are no *living* opponents. (Elyvilonites may butcher
demons and undead to their hearts' content while praying, but slaying
the living while praying to Elyvilon incurs penance (in the form of
ignoring your pleas for help until you have worked off your penance by
time and pious acts).)

For Trog, Okawaru, and Makhleb, you should pray only when you plan to
sacrifice corpses.

Can't comment on the rest. Sif Muna prayer, I think, matters hardly at
all.

This is true (as everything else Martin states) and bad design. We try to
get rid of mindless permapraying. This has been abolished for the blood
gods (no more announcing kills via prayer), but Vehumet sadly was
forgotten Smile
The role model is...

Elyvilon, where prayer is a very meaningful action with benefits and
drawback.
