I have been playing an old version (1986 or so -- DOS) of the Dip
computer game. I am in the deeeeeep boonies and have a 28K connect
speed through a "propane powered" ISP (making on-line gaming
difficult) and miles from nearest neighbor -- FTF games impossible.
So.....the question is: does a newer (and not so dumb) version exist
that will enable me to select AI play in which I may choose whether a
human or the computer plays each individual power?
thanx for any help you may be able to provide
cheers

Why bother with that? There are numerous ways you can play via email on the
internet with a full set of human opponents, and you can do that with a slow
connection.

For programs there is both the judge system, which enables play
against human opponents by email, and a real time system called DAIDE,
which requires Windows but is pretty light over the network. A typical
judge game takes about 6 months to complete with 2-3 day deadlines.
You can find more info at <diplom.org>. Alternatively, The DAIDE
system is a framework for Dip AI testing, but the authors thoughtfully
provided a human interface as well. You can check the Yahooogroup
"RTNow" for games and Google "DAIDE" for the client software. DAIDE
games are almost always no press with 5 minute deadlines. As you can
see, these two programs appeal to different users.
There are other play by e-mail and play by web alternatives in
addition to these. DipWorld, Diplomaticcorp, CAT23 and Maginot Line
among others.

I would do something like that, rather than try to do AI.

Chris, given that he has a REALLY slow Internet connection, he definitely
wouldn't want to play on DAIDE..... would he?
I hope you're doing well!

The DAIDE protocol exchanges messages that are much shorter than
text-only webpages, so speed shouldn't be an issue... although
reliability could be. There's no reason for him to be hosting the
server or any of the Bots except for when he wishes to play an
individual local game.
There's metapaw-dip also, where the user uses Firefox 1.5 or higher to
access the server. The program isn't mature yet, but I'll run it
sometime soon and put an announcement up.

And if he downloads the DAIDE server and a Bot or two, he
can play off-line against the Bots which will give him a
better game than any commercially available Dip program.

Yes, Eric and Chris have convinced me.... that is what you want to do.
The Bots used with the DAIDE server are better than any of the other
processes you could use in an AI setup. Apologies. And Chris adds that
you may even be able to play with the RTNow group once you learn how that
DAIDE works.
But then I don't see the web site addresses for you to get TO them.
These three web addresses I think are the main ones you want to look at:
www.ellought.demon.co.uk/dipai (see the "explain.htm" file there)
www.daide.org.uk (more for the developers, but also useful)
whoops, the third one I was going to give you is no longer active (always
good to check before you send someone someplace) and sends you back to
those first two.
