Is there any way to know whether or not you completed a quest, besides
asking a GM or "remembering" yourself?

I find myself stuck at 77/86 in Blade's Edge, and researched a lengthy
quest chain that ends with the defeat of Goc and has "Massacre at
Gruul's Lair" as a step. I don't remember doing this quest on this
toon - but I'm not sure because it's been almost 2 years since I
originally quested in Blade's Edge. The quest chain starts from an
item that drops off of Dorgok. This item will not drop for me. I've
also checked all the intermediate NPCs throughout the chain, in case I
dropped it in progress all that time ago. Nothing...

Also, all the orges, including Dorgok, are neutral to me now due to
having completed the Ogri'la prerequisites... not sure if that has
anything to do with the item not dropping.

Anyone know how I can find this out? The only option left for me is to
open a ticket. Do GMs answer such "inconsequential" tickets?

Thanks...

You could find someone else who is on the quest and ask them to
share it. If you've already completed it, they will get a message
to that effect.

The only other way is to use a quest addon with a history.
It will only keep track of quests you've finished with the
addon active, though. So it's only relevant, if you expect
to get into the same situation again.
