I recommend Triumph; it was the first server on which I played, and it
is still my favorite. Triumph's population is extremely friendly, and I
encounter plenty of casual and relaxed players.

Yup. Both games run on the exact same engine. Be sure you UPGRADE your
existing CoH account, though-- that way you'll have access to your old
characters as well as your new ones.

I have characters on several servers, and from what I can tell they all
have a very solid low-level population. I have heard occasional
complaints about the difficulty of finding teams past level 30, but I've
never had significant difficulties. (And my preferred servers are not
particularly populous.)

Previously, names belonging to inactive characters below level 35 (I
think) were flagged as available, but that policy has recently been
changed. Names are now reserved indefinitely, for all characters,
regardless of level.
If you had a character named "Potato Salad Man" and somebody grabbed it
BEFORE the policy change, you'll have a chance to rename him when you
log on. If nobody else grabbed the name, it's safe now, and yours pretty
much forever.
