MMCCIII is just the server-based multiplayer side of CC:COI. It's
described in the "MMCCIII.pdf" file that should have been installed with
the game.
"Command Center" is the rather grand title for the Main Menu. "Command
Center.pdf" expends seven pages describing how you can click the various
different icons to do things.
There are *fourteen* separate manuals for CC:COI, including good ol'
readme.doc. They're all squirrelled away down in %MatrixRoot%/Close
Combat/Close Combat III/Manuals.
