Bug - "Can't Rest or Fast Travel because Guards are coming "

You could try doing something else illegal and getting caught - that might
reset things.

This happened to me when I was seen stealing and then reached
Armand to pay off my fine. I fixed it by heading back to the
place I was seen stealing and letting the guards near the spot
see me. They didn't arrest me but did run up to me as though
they were going to.

The can't rest or travel part is not a bug, it's the expected reaction
of the game to guards chasing you. What might be a bug is your ability
to fast travel straight after killing a guard - unless absolutely nobody
saw it, and they died with the first blow, this should have got a group
of other guards on your trail immediately. What should normally happen
is that you flee the scene and keep ahead of the pursuit for a while
before they give up. After they've given up chasing you, then you can
rest and travel again, and _then_ you go and get the bounty removed. I
have no idea whether your save is broken, or if waiting out of sight for
a while would be enough to fix it.
