Is there any standard strategy for Borg dealing with very hot/cold
planets (with natives)? i.e. the maximum population is like 70 or
whatever.

Should I just drop some colonists, and tax as much as I can while
everyone is still alive, both Natives and Borg?

Are you playing with PList, or the original ship list? With PList, the
Borg gets terraformers, solving your problems.

Without them then yes, you may as well drop clans and tax what you can
until everyone is dead (except the final 70 or whatever)

Just the original shiplist, so I guess it's a Tax & Kill strategy.

Depending on two other elements, there are a couple of other tactics one might employ.

Leave a ship in orbit and put only one clan on the planet. Every time you grow a new clan, pick it up. You retain
possession of the planet without the population assimilating the natives en-mass. Useful for delaying consuming the
natives before building that starbase you want on the Humanoid, etc, planet

Also, create a Firecloud "airport" at your home world, and chunnel the new clans home where they can be put to use.

I would waist the clans only in specific situations where necessary.
