Downstairs in the Cheydenhal Mage's guild in a locked chest - it's part
of a Mage's guild quest.

My mistake - the woman you give them to is up the stairs, IIRC.

Makes me wonder - can you drop 1 of them, and have the other's in to
her ? Then keep, and use, the last ?

There's a mod that adds a seller, but the gems don't do anything special.
