Are you using 3rd or 4th edition GURPS?
The vast majority of the GT line was written for 3rd edition. Only
"Interstellar Wars" is specifically for 4E.
Conversion is fairly easy. So for a 4E game, you'll need the 4E core
cooks (Characters and Campaigns). Space would be most helpful.
As for Traveller books, outside Gurps Traveller itself, pick and
choose. Unless you're a completeness fanatic there's no need to buy
everything.
Except Ground Forces. You need Ground Forces. Multiple copies of
Ground Forces.

Basic Set. That's realy all you need. That and GURPS Traveller, ofcourse.
If you're playing third edition revised (standard for GT), and you want
more options, Compendium 1 and 2 may be useful. Everything is optional.
Ofcourse Space is useful, and so are tons of other books, but they're
not necessary. It depends entirely on what you want to do.

Need? Just GURPS Lite, which is free for download. Other books that might
be useful include-
Any Traveller books.
GURPS Core books (depending on whether you go with 3rd or 4th edition (not
much difference, but some) either Basic (3rd) and (if you want, not
necessary) Compendiums 1 and 2, or Characters and Campaigns (4th)).
Ultra-Tech (I and II)
Space (redundant with the Traveller books, but a useful substitute for any
you don't have)

I forgot that the core GT book has about four pages of non-combat
equipment. Not exhaustive, by any means, but reasonable for starters.
As for system/planet design, the GM could just assign traits from the
conversion tables on p.GT123. The only real problem is that the GT book
doesn't have much detail on the different starport types.
So yeah, Space is more useful than required.
