I think I'd go more haste, as that's red's thing - red is the simplest
of the colours to play so should be tailor-made for this sort of thing.
Goblin Chariots could easily find a home here, maybe Talruum Minotaur
as well. While Rorix won't cause problems against your other decks,
legends have complex baggage associated with them. I'm also a bit leery
about introducing creature enchantments in a simple deck. This deck can
certainly be made simpler.
16 Mountains
4 Raging Goblin (9th)
3 Goblin Chariot (9th)
2 Goblin Cohort (Ravnica)
3 Goblin Raider (9th - a bit simpler than Ironclaw Orcs)
2 Goblin Piker (9th)
1 Goblin King (9th - and why not? Red decks are Goblin decks...)
1 Shivan Dragon (9th)
2 Blaze (9th)
4 Volcanic Hammer (9th)
2 Pyroclasm (9th - area destruction is something red mages have to get
used to...)
This doesn't really need any explanation - it has all the subtlety of
the average red deck. The key is to get things out and get them out
fast; hence the loss of the expensive Ridgeline Rager - I substituted
Goblin Piker, but if you want to keep pumpability try Viashino Slasher.
However, I'd say activated abilities should be minimised on the deck's
commoner creatures. The Goblin King's there mostly because it would be
a waste for him not to be in this deck, and his effect is
straightforward.
