Post subject: Base Evasion

I've asked this before, but the information I got on the matter didn't
help. Maybe now that more of us are back, I can get the information.

I want to know what determines base Evasion. I found a page on
Hexagonal Research that explains how Evasion changes, but it's pretty
much useless to me unless I already know the value I'm changing. Is
it derived from other stats, or is it another arbitrary number?

Base Evasion is - no modifier. Starts off at 100%, which means the
accuracy of moves is all that determines chances of being hit. If
Evasion drops, then low-accuracy moves are more likely to hit - but
that's the same for every Pokémon.

Yes, thank you. I saw 100% on the page, but I wasn't sure if that was
the stat itself or 100% of the stat. So how is Evasion vs. Accuracy
resolved? Is a random number generated between zero and the Evasion
stat, and the move hits if the number is the Accuracy stat or lower?

Yes, that's exactly it. A random number is generated between 1 and 255. In
RBY, only 1 would miss, and the others would all hit - hence the odds of
most moves hitting being 99.6% By now, all normal-accuracy moves are 100%
accurate unless there's an evasion/accuracy move in effect.

I'm not sure if it's still a number from 1 to 255, but basically, the
percentages are rounded to the nearest figure. Like, Blizzard claims to be
70% accurate, but it's probably more like 180 out of 255.

When it comes to the effect of modern things, like evasion moves,
weather-based accuracy and so on, you probably know more than I do, since
you've read that guide. But I hope that this info helps you out a bit.
